• 【岗位职责】 1. 全面负责厂务系统全生命周期管理,涵盖洁净室(HVAC/FFU)、供配电(高低压、UPS、柴油发电机)、压缩空气(CDA)、工艺冷却水(PCW)、纯水(DI/UPW)、特气与化学品供应、废气废水处理等;搭建标准化厂务管理体系与设施设备档案;制定年度维保、大修及校验计划并监督落地,负责外协维保与外修设备验收,管控设施设备报废处置流程。 2. 牵头新厂房、新产线厂务系统的容量测算、规划设计与配套方案;主导新增厂务系统 CAPEX 投资评估、技术选型、采购、安装调试、调试验收与移交;监督厂务系统运行与维保绩效,主导节能技改与系统优化,持续提升系统可用率与能源利用效率,延长设施寿命,降低单位面积及单位产品厂务运行成本。 3. 负责厂务系统安全管理、风险识别、隐患排查及日常巡检;建立厂务异常与故障分析闭环机制(报警响应—根因分析—整改验证);统筹水、电、气能耗数据采集与分析,落地节能降耗与降本改善项目。 4. 建立并持续优化厂务管理制度、作业指导书(SOP)与应急预案;追踪系统可用率、MTBF、MTTR、能耗强度、洁净室温湿度/压差/洁净度达标率等核心厂务 KPI,开展根因分析,推动跨部门改善闭环。 5. 统筹新厂区、新项目的厂务配套规划、动力容量配置、系统导入与投产支持(含洁净室验收、动力系统联调与产能爬坡保障);负责厂务部团队全面管理、人才梯队建设与中长期部门规划。 6. 作为内部关键接口人,对接海外原厂关键设施设备供应商(冷水机组、空压机、UPS、纯水与废水系统、洁净室工程承包商等),主导技术交流、问题攻关、售后谈判及技术升级项目;统筹 7×24 应急响应,对接园区及政府水电气、消防、环保等外部单位。 Responsibilities 1. Take full ownership of the full life-cycle management of facilities systems, including cleanrooms (HVAC/FFU), power supply and distribution (high/low voltage, UPS, diesel generators), compressed dry air (CDA), process cooling water (PCW), deionized/ultrapure water (DI/UPW), specialty gas and chemical supply, and waste gas and wastewater treatment. Establish standardized facilities management systems and equipment records; formulate and supervise the implementation of annual maintenance, overhaul and calibration plans; approve outsourced maintenance and repair acceptance; and control the scrapping and disposal process of facilities assets. 2. Lead capacity calculation, layout planning and supporting solution design of facilities systems for new plants and new production lines. Drive CAPEX investment evaluation, technical selection, procurement, installation, commissioning, final acceptance and handover of new facilities systems. Monitor operation and maintenance performance, lead energy-saving technical upgrades and system optimization to continuously improve system availability and energy efficiency, extend asset service life, and reduce facilities operating cost per unit area and per unit output. 3. Manage facilities safety, risk identification, hazard screening and routine inspections. Build a closed-loop mechanism for facilities abnormalities and failures (alarm response — root cause analysis — corrective verification). Consolidate water, electricity and gas consumption data for analysis, and deliver energy-saving and cost-reduction projects. 4. Establish and continuously improve facilities management regulations, standard operating procedures (SOP) and emergency response plans. Track core facilities KPIs including system availability, MTBF, MTTR, energy intensity, and cleanroom compliance rates (temperature, humidity, differential pressure and cleanliness); conduct root cause analysis and drive cross-functional improvements to closure. 5. Oversee facilities planning, utility capacity configuration, system introduction and production launch support for new sites and new projects (including cleanroom acceptance, utility system joint commissioning and capacity ramp-up assurance). Take full charge of the Facilities Department's daily operation, talent pipeline construction and medium- to long-term departmental planning. 6. Serve as the primary internal liaison with overseas OEM suppliers of critical facilities equipment (chillers, air compressors, UPS, water and wastewater systems, cleanroom contractors, etc.), leading technical communication, troubleshooting, after-sales negotiation and technology upgrade projects. Coordinate 24/7 emergency response and interface with industrial park and government authorities on utilities, fire safety and environmental matters. 【任职要求】 1. 教育背景:本科及以上学历,暖通空调、动力工程、机电一体化、自动化、给排水科学与工程、电气工程、环境工程等相关专业。 2. 从业经历:8 年以上精密光电子、半导体等制造业厂务管理经验;5 年以上厂务总监或厂务高级经理等工厂高管管理经验;具备元器件、光通信、半导体洁净厂房与动力系统管理经历;外资光器件、光电精密制造企业背景优先。 3. 专业能力:精通厂务系统(洁净室 HVAC、供配电、CDA、PCW、纯水、特气化学品、废气废水)全生命周期管理与预防性维护体系建设;具备厂务 CAPEX 投资立项评估、新厂房与新产线动力配套导入、节能技改降本实战经验;熟练运用系统可用率、MTBF、MTTR、能耗强度等指标驱动改善;熟悉制造业安全生产、消防、环保及特种设备合规管理。 4. 综合素质:具备经营视角,数据驱动决策;优秀的跨部门项目统筹、团队管理与人才培养能力;能带队攻克复杂厂务系统难题,保障动力供应与洁净环境长期稳定,支撑产线稳定量产。 5. 语言能力:具备英文读写能力,可阅读外文设施设备技术文档与工程图纸;英语口语流利、能够独立对接海外设施设备厂商者优先。 6. 优先条件:外资光通信或半导体工厂背景;新建厂房厂务系统从 0 到 1 导入项目经验;大型厂务系统节能降本成功案例;持有注册公用设备工程师、注册安全工程师、一级建造师(机电工程)等专业资质者优先。 Job Requirements 1. Education: Bachelor's degree or above in HVAC, Power Engineering, Mechatronics, Automation, Water Supply and Drainage Science and Engineering, Electrical Engineering, Environmental Engineering or related disciplines. 2. Work Experience: At least 8 years of facilities management experience in precision optoelectronic, semiconductor or comparable manufacturing environments, including 5+ years in a senior plant leadership role such as Facilities Director or Senior Facilities Manager. Proven experience managing cleanrooms and utility systems in component, optical communication or semiconductor operations. Background in foreign-owned optical device or precision optoelectronic manufacturing enterprises is preferred. 3. Professional Competencies: Expertise in full life-cycle management and preventive maintenance system development for facilities systems (cleanroom HVAC, power distribution, CDA, PCW, ultrapure water, specialty gases and chemicals, waste gas and wastewater). Hands-on experience in facilities CAPEX evaluation, utility infrastructure launch for new plants and lines, and energy-saving technical renovation for cost reduction. Proficient in driving improvements with system availability, MTBF, MTTR and energy intensity metrics; familiar with manufacturing safety, fire protection, environmental and special-equipment compliance management. 4. Comprehensive Qualities: Business-oriented with data-driven decision making. Strong cross-functional project leadership, team management and talent development capabilities. Able to lead teams in resolving complex facilities issues, ensuring long-term stability of utility supply and cleanroom environment to support stable mass production. 5. Language Proficiency: Proficient in written and spoken English for reading technical documentation and engineering drawings of facilities equipment. Fluent spoken English with the ability to interface independently with overseas facilities suppliers is preferred. 6. Preferred Qualifications: Background in foreign-owned optical communication or semiconductor plants; proven track record in ground-up facilities system implementation for new plants; successful large-scale facilities energy-saving and cost-reduction cases; professional certifications such as Registered Utility Equipment Engineer, Certified Safety Engineer, or Class-I Constructor (Mechanical and Electrical Engineering) are preferred.
